AB 2062 (DeLeon)
HANDGUN AMMUNITION SALES RESTRICTIONS
This bill would: 1) Ban the sales/transfer of more than 50
handgun cartridges from one person to another unless the person
has a Handgun ammunition vendor's license. 2) Register the sale
of handgun ammunition requiring purchasers to submit to
fingerprinting and logging of personal information. 3) Ban the
Internet or Mail-order sales of handgun ammunition to
Californians. 4) Require anyone selling/transferring handgun
ammunition to be licensed by the California Department of
Justice.

OWNER-AUTHORIZED HANDGUN MANDATE AND
CONVENTIONAL HANDGUN BAN
This bill would BAN the introduction
for sales in California any new handgun models that do not have
the electronic “owner-authorized” technology. The bill would
require the Attorney General, commencing July 1, 2009, and every
July 1 thereafter through 2014, to report to the Governor and
the Legislature regarding the progress made on the availability
for retail sale of owner-authorized handguns, as specified. The
bill would also require the Attorney General, upon determining
that owner-authorized handguns are available for retail sale, to
issue a report, within 6 months of that determination, proposing
statutory changes needed to implement certain requirements
related to owner-authorized handguns, as specified. Provide that
commencing 18 months following the Attorney General's reporting
that owner-authorized handguns are available for retail sale, as
specified, a handgun would be unsafe if it was not
owner-authorized, as defined.

AB1634 (Levine) --
MANDATORY SPAY/NEUTER OF PETS AND HUNTING
DOGS
This bill would increase the above fines for a non-spayed or
un-neutered dog to $50 for the first occurrence, $100 for the
2nd occurrence, and would require spaying or neutering of the
dog at the owner's expense on the 3rd occurrence. This bill also
require the owner of a non-spayed or un-neutered dog that is the
subject of a complaint to a local animal control agency, as
specified, to be cited and pay a civil penalty to the local
animal control agency within 30 days. It would require a local
animal control agency to waive the civil penalty if, within 14
business days of the citation, the pet's owner presents written
proof from a licensed veterinarian that the dog or cat was
spayed or neutered.

This bill would BAN the sale of firearms and ammunition at the
Cow Palace Gun Show in San Francisco.
